I've seen all types of birds attack each other, in defence of their territory, their young or for prey.

Didn't intend to imply you Photoshop'ed it.

Zooming waaaaayy in on the pic, I see some pixelation that may indicated doctoring of the photo. I could very well be wrong. I am no expert....

I have become jaded over the last 20 years I have been using the internet. I assume everything I see or read on there to be untrue til verified. I not certain that's a good thing or a bad thing.

Jatay that looks like JPEG compression to me (I'm a graphic designer and an advanced Photoshop user).

It's a low resolution image and therefore difficult/impossible to verify, but otherwise I don't see any signs it's been altered, the shadows etc look natural to me.

There is something unnatural about the gulls wings and that foot position doesn't quite seem right. I have watched lots of gulls, eagles and osprey argue over fish. generally the Eagles are on top.
In front of my house in maine a large herring type fish,( about a lb.5 ) run in the spring. Lots of birds converge to feed. It's quite a show. Eagles don't fish there, They just chase the osprey and steal the fish. Watching them mate is a show.

I think Nicos is right. I am a graphic designer and advanced photoshop guy too. I went and looked at all 3 channels, tried an super strong unsharp mask filter and I do not see any of the tell tale signs of it being added to the original image.

It's always someone who cries "fake" or in this case "photoshop" without investigating the issue. The motivation may be that if they do it enough times they get to say "I told you so". Nobody remembers the many times they've been wrong so they get to be percieved as smart.
